The prominent inquiry is the Queensland Health. The modules chosen for this essay are the clinical governance and the organization culture. Under the first module; there are two components, including planning and resource allocation, and role and responsibility.
The Australian clinical governance has a distinct definition whereby, the managers, clinicians and the governing body of the systems share the health care provision responsibility and are hence held accountable for the health of the client. The definition further notes that the system management minimizes the risk to the patients, and fosters monitoring and improvement of the quality services offered in the clinics(The Victorian clinical governance policy, 2009).
Role and Responsibility
Clinical governance entails the rights of the customers to safety, high-quality services and provision of information in the healthcare facilities. Trust should always be fostered in the environment where the customers are treated in and have the right to the honesty and openness in the communication about their conditions in the health facilities. Miscommunication leads to mistrust and failure of the organization. The healthcare practitioners require a robust system where they can provide safe and quality health care to the customers. System failure is another source of failure of the organization. The management and the direction within the health facilities are efficient and paramount in the clinical governance (Zahir, 2001). Systematic approach and consistency of the healthcare services are of great impact in the management of the hospitals (Jacobs, 2013). A coordinated plan which is usually provided by the clinical government involves the stakeholders, the department and the Victorian health service in the development of the sustainable and quality healthcare (Russell, 2014). There are therefore several components which define the roles and the responsibilities of the healthcare stakeholders. The components include the customer participation, the effective workforce, the clinical effectiveness and the risk management (The Victorian clinical governance policy, 2009). The role of nurses is criticized where the hospital’s environments are not clean. The health practitioners and more importantly the nurses have an important role in the creation of an environment which accelerates the healing of the patients (Health Workforce Australia, 2012). The nurses require keeping the hospitals clean by the removal of the managing the equipment such the public area is free and also minimize the clutter in the hospital rooms. The organization of area clutter and minimizing the auditory clutter is of great importance (Mazer, 2006).
Planning and Resource Management
Planning of healthcare resources should be done strategically less the whole organization will fail. Financial management and resource planning is aimed at conservation of the health care resources and more importantly, minimization of the cost. Carrying out the IPA analysis in the hospitals will aid the hospital management in strategic resource allocation internally. The management team and all the stakeholders will also be informed by the external awareness and the allocations of the promotional expenses while avoiding informal allocation of the budget (Barasa, 2014). Resource allocation should be geared in satisfaction of the customers, and hence customer-oriented models should be applied (Lee, 1996). Priorities and formal criteria should be utilized in the budget allocation.
The elements of planning and resource allocation such as the ineffectiveness of management contributed to the failure of the system.
